Finance Committee Meeting

Call to Order:
The Yuma County Airport Authority, Inc. (YCAA) Finance Committee Meeting was called to order at 5:02 PM on August 17, 2016 in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Jonathan Matheus, Chairman.
YCAA FINANCE COMMITTEE MEMBERS PRESENT WERE:

ALSO PRESENT WERE:
Gladys Wiggins, Airport Director
Gerald Hinkle, Jr., Chief Financial Officer
Ken Scott, ASN Volunteer
REGULAR AGENDA
1) Finance Committee discussion and recommendation on the revised proposed budget for the Yuma County Airport Authority FY17.
Ms. Wiggins provided the revised proposed FY17 budget to include an executive summary which outlined the various areas of revenue and expenditures for the airport. Ms. Wiggins explained within the documents provided is the requested three years of historical data as requested by the Committee and the remaining projects associated with the YCAA Note #2004.
Chairman Matheus and Director Morgan asked for clarification on the utilities expenses being decreased. Ms. Wiggins explained the change in the billing with APS and the Solar Array distribution.
The committee asked if the final numbers for insurance and benefits were complete. The airport staff explained all final numbers were received after the initial proposed budget on August 12th. The revised proposed FY17 budget did incorporate the current cost for insurance and benefits.
Director Morgan asked for clarification on the airport capital outlay versus annually expended, and when the asset reaches its term. Mr. Hinkle provided the clarification and explanation.
The Airport staff provided the most recent budget for the investments into the airport utilizing the remaining funds of Note 2004. The finance committee concluded these two remaining projects listed can expend the remaining funds necessary to meet requirements and to proceed as presented.
Chairman Matheus explained the proposed FY17 met the expectation and asked the committee members for consensus and recommendation. A consensus was reached to provide the proposed FY17 budget to the YCAA Board of Directors for approval and adoption as presented to the Committee in the September 2017 monthly YCAA Board of Directors meeting. Any additional changes to the proposed FY17 will be provided to Chairman Matheus and Committee.

There being no further business before the Committee the meeting adjourned at 5:20PM.
