Finance Committee Meeting

    Call to Order:
    The Yuma County Airport Authority, Inc. (YCAA) Finance Committee Meeting of the Board of Directors was called to order at 12:01PM on August 22, 2017 in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Jonathan Matheus, Chairman.

    FINANCE COMMITTEE MEMBERS PRESENT WERE:
    Jonathan Matheus, Committee Chairman, Treasurer
    Linda Morgan, Secretary (joined the meeting at 12:04PM)
    Dr. Brian Cullen, DMD, Director

    FINANCE COMMITTEE MEMBERS ABSENT WERE:
    Stan Gourley, 1st Vice President
    Albert Gardner, Director

    ALSO PRESENT WERE:
    Ronald Rice, President
    Randall Nelson, Director
    Gladys Wiggins, Airport Director
    Gerald Hinkle, Jr., Chief Financial Officer
    Ken Scott, ASN Volunteer

    REGULAR AGENDA
    1) Finance Committee discussion and recommendation on the proposed budget for the Yuma County Airport Authority for FY18. Possible executive session for discussion and/or consideration of the salary of the Airport Director, and related personnel matters, under the provision of A.R.S. §§ 38-431.03(A)(1).

    Ms. Wiggins provided the revised proposed FY18 budget to include a draft narrative presented annually to the Board along with the proposed budget.

    A discussion ensued regarding the differences between the proposed budget provided and the version previously reviewed by the Committee. Ms. Wiggins provided a brief summary of the differences which included an increase in employee benefit costs from staff’s estimate to actual as contracted with Blue Cross and Blue Shield of Arizona. Additional changes, included a reduction in the Airport Directors budgeted salary a change in the cost of additional personnel in the marketing budget. Ms. Wiggins explained how she made the change from a part time intern position to a full time new hire.

    The Chairman asked that the Committee enter into executive session to address the budgeted salary for the Airport Director.

    EXECUTIVE SESSION
    Mr. Rice made a motion to go into executive session for discussion and/or consideration of the salary of the Airport Director, and related personnel matters, under the provision of A.R.S. §§ 38-431.03(A)(1). Dr. Cullen seconded the motion. The motion passed unanimously.

    Mr. Matheus excused the Public and Airport Staff at 12:28PM and the Committee entered into Executive Session. Airport staff Gladys Wiggins, Airport Director and Gerald L. Hinkle Jr., Airport CFO remained for the Executive Session, but were excused at 12:40PM.

    The Board remained in Executive Session until 12:55PM.

    RECONVENE REGULAR BOARD SESSION

    The Board reconvened its regular session at 12:56PM.

    The Committee Chairman obtained unanimous support for the Proposed FY18 Budget with the exception of certain elements that would be presented to the Board of Directors for consideration at the September regular meeting, along with the budget.

    ADJOURNMENT
    There being no further business before the Committee the meeting adjourned at 1:09PM.
