Call to Order:
The Yuma County Airport Authority, Inc. (YCAA) Public Relations Committee Meeting of the Board of the Board of Directors was called to order at 10:05am on April 21, 2016 in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Russell Jones, Chairman.

REGULAR AGENDA
1) Discussion and Possible Recommendation by the Public Relations Committee regarding recruitment of commercial air service and the retention of the existing airline.
The Public Relations Committee discussed and provided recommendation on the approach for new air service and retention of the existing airline (American Airways). Airport Director Wiggins provided an overview of the history of the Yuma air service, the programs and incentives previously offered and the funding used to attract new air service. Within the discussion and presentation was the understanding of incentives and community use, and the difference between subsidies versus revenue guarantees.
After an in depth discussion of the issues involved, the Chairman directed staff to identify a focus group of individuals representing YPG, MCAS, CBP, the City and County and other organizations that fall under the general umbrella of government as well as community leaders in industry such as YRMC, agriculture, tourism and others. Once this group of key individuals was identified by working with the Committee and possibly the Chamber of Commerce and GYEDC, an effort would be undertaken to develop key issues and goals regarding the community’s air service.
These key issues, goals and objectives, once identified, could then be worked on in a format much like a town hall. The Chairman suggested utilizing our current air service consultants to help identify and develop the goals and objectives as well as serving as panelists in a town hall environment at an event scheduled for September or October of this year. The Airport Director and Chairman of the Committee discussed the process for such an event to include the preparation of materials ahead of the conference to be delivered to participants 30 days ahead of the event. The Chairman suggested involving bi-lingual facilitators as well since San Luis, Sonora and Mexicali should be invited as part of the focus group of community stakeholders.
A discussion ensued as to the nature of the event and possible locations. The consensus was that the deliverable from the town hall type event would be the information necessary for our consultant to draft an overall plan for air service development including possibly a community wide targeted survey to determine the desires of the public. The timing of this event would be such that, if desired, the YCAA could follow with a comprehensive application for a Small Community Air Service Development Grant or SCASD in Spring of 2017.
The Chairman instructed staff to reach out to community leadership who are well versed on creating town hall type events such as Shelley Mellon who he believed would be most helpful.
