Call to Order:
The Yuma County Airport Authority, Inc. (YCAA) Special Meeting of the Board of Directors was called to order at 4:00PM on May 19, 2020 in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Bill Craft, President.
YCAA DIRECTORS PRESENT WERE:

REGULAR AGENDA
1) Discussion and possible action to authorize the YCAA President, Airport Director, or their designated representative to enter into an agreement which would allow abatement of rents and landing fees from American Airlines for the months of April, May, June, July, August, and September of 2020, and/or an amendment to the existing Sub-Lease and License Agreement with American Airlines, due to the unprecedented events currently taking place nationally which is directly impacting all lines of business, contingent upon final review and approval by Airport Staff and Airport Legal Counsel.
Ms. Brown, the Airport Director, explained due to the unprecedented events currently taking place nationally, which are directly impacting all lines of business, American Airlines has requested the Authority consider the abatement of rent and landing fees. Ms. Brown described the relief provided to each of the Airport’s rental car concessionaires abated lease rents from April 2020 through and including September 2020, a total of six months.
Ms. Brown followed by explaining how the airlines not only pay lease rent but landing fees which is based on activity. She compared this element as similar to the rent car concession fee which remains in place since it is activity driven.
Ms. Brown described the cost of each possible element of relief:
·Monthly lease rent of $32,453 or $194,720 for six months.
·Landing fees estimated at $5,879 monthly or $35,272 for six months.
After a brief discussion, Mr. Craft called for a motion to authorize the YCAA President, Airport Director, or their designated representative to enter into an agreement which would allow abatement of rents for American Airlines from April 2020 through September 2020 but continuing to collect landing fees as discussed, and/or an amendment to the existing Sub-Lease and License Agreement with American Airlines, due to the unprecedented events currently taking place nationally which is directly impacting all lines of business, contingent upon final review and approval by Airport Staff, Airport Legal Counsel and authorization or direction by the FAA Phoenix Airports District Office. Mr. Jones so moved, Mr. Gardner seconded the motion. After a discussion, the vote passed unanimously.
