Annual Board Meeting 2026
Yuma International Airport, Conference Room
Tuesday, January 13, 2026 at 04:00 PM

    Call to Order:
    The Yuma County Airport Authority, Inc. (YCAA) Annual Meeting of the Board of Directors was called to order at 4:00PM on January 13, 2026, in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. The Presiding officer was Bill Craft, President.

    YCAA DIRECTORS PRESENT WERE:
    Bill Craft, President
    Stanley Gourley, Treasurer
    Dr. Brian Cullen, Secretary
    William Fox, Director
    Ken Scott, Director
    Eric Saltzer, Director
    Daniel Hann, Director
    Greg McShane, Director
    Mike Swift, Director
    Tony Koehl, Director

    YCAA DIRECTORS ABSENT WERE:
    Jenny Torres, Director

    ALSO PRESENT WERE:
    Gerald Hinkle, Jr., Chief Financial Officer
    Andrea Lopez, Executive Assistant

    CALL TO THE PUBLIC
    There were no Public Comments.

    ANNUAL MEETING
    1) The YCAA President shall chair the Annual Election of Officers for the Yuma County Airport Authority. Discussion, nominations, and election of 2026 Executive Officers for the YCAA Board of Directors.

    Mr. Craft, the YCAA President, opened the floor for nominations for President, 1st Vice President, 2nd Vice President, Treasurer and Secretary.

    After some discussion, the Board decided to re-elect the current President, Treasurer and Secretary by acclamation.

    Mr. Craft the YCAA President, called for a motion to elect the current slate of Officers as discussed Mr. Craft as President, Mr. Gourley as Treasurer and Dr. Cullen as Secretary position by acclamation. Mr. Gourley so moved. Mr. Saltzer seconded the motion. Motion passed unanimously.

    Votes Opposed: None

    Mr. Craft, YCAA President, explained that only one Director expressed interest in serving as 1st Vice President, Director Dan Hann. As Mr. Hann was not currently serving in an officer position, the appointment required a vote. The Board conducted a ballot vote, and Mr. Hann was elected First Vice President with all ten votes cast in his favor.

    Mr. Craft the YCAA President, called for a motion to elect Dan Hann as 1st Vice President. Dr. Cullen so moved. Mr. Koehl seconded the motion. Motion passed unanimously.

    Votes Opposed: None

    Mr. Craft, YCAA President, explained that two Directors expressed interest in serving as 2nd Vice President: Director Ken Scott and Director Greg McShane. The Board conducted a ballot vote, which resulted in a tie between Director Scott and Director McShane. In accordance with the YCAA Bylaws, the tie was resolved by a coin toss. President Craft allowed Director Scott to call the toss in recognition of his many years of service on the Board. Director Scott called heads and won the coin toss.

    Mr. Craft the YCAA President, called for a motion to elect Ken Scott as 2nd Vice President. Mr. Hann so moved. Dr. Cullen seconded the motion. Motion passed unanimously.

    Dr. Brian Cullen – 2026 YCAA Secretary

    4) There being no further business before the Board the meeting adjourned at 4:06PM.
