Strategic Planning Committee Meeting

Call to Order:
The Yuma County Airport Authority, Inc. (YCAA) Strategic Planning Committee Meeting of the Board of Directors was called to order at 2:30PM on November 13, 2025, in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365. In the absence of Dean Hager, Committee Chairman, the Presiding officer was Bill Craft, President.

CALL TO THE PUBLIC
There were no Public Comments.
REGULAR AGENDA
1) November 13, 2025, Strategic Planning Committee discussion and possible recommendations regarding the implementation of additional security measures to meet the requirements of the Joint Use Operating Agreement and as requested by the MCAS Yuma Commanding Officer.
Ms. Brown, the Airport Director informed the Committee that after briefing the Board of Directors during a special meeting held on November 3, 2025 the YCAA restricted vehicle access to the airfield by privately owned vehicles (POV’s) as requested by the MCAS Commanding Officer due to the heightened security conditions along the Southern Border and the increased federal emphasis on installation protection.
Background information including details on what was discussed during the November 3, 2025, Special Meeting was provided to the Committee.
Ms. Brown described actions taken on November 4, 2025, including informing the Board of Directors of her decision to immediately implement a the restriction of Privately Owned Vehicles (POVs) from flight line access, followed by a similar Notice to General Aviation Tenants, announcing the restriction to begin at 7PM, November 4, 2025.
After providing the Committee an extended presentation describing the actions to physically limit POV access to the Airfield and investments underway to increase the amount of same accessible pedestrian access points, she answered a number of inquiries from the Committee members, as well as members of the public that were in attendance.
Finally, Ms. Brown addressed responses received from affected tenants, operational changes on the airfield, requests made by tenants and the cost of future investments necessary and the likely hood of reduced tenancy in leased aircraft storage hangars and T-Shades.
Ms. Brown then explained to the Committee steps that had been taken to address hostile workplace environment concerns arising from dealing with upset tenants and measures taken to ensure documentation and supportive engagement.
Ms. Brown described the on-going coordination with MCAS Yuma related to the elevated security measures including regular meetings with MCAS Mission Assurance and periodic addressing whether or not the security environment supported allowing POV access in the future.
The Airport Director ensured continued communication with tenants through an “Open Door” policy, as well as scheduled opportunities to engage with YCAA staff including an open discussion to be held after the November 14, 2025 regular meeting of the Board of Directors.
The Strategic Planning Committee, requested that Ms. Brown communicate the financial costs of the necessary security enhancements to the Finance Committee at a future meeting.
CALL TO THE PUBLIC
Mr. Robby Barkley provided public comment intended to ensure the procedures were in place to ensure that Million Air was able to assist GA tenants with the movement of luggage, cargo and passengers with their existing carts.
Mr. Russ Jones provided public comment indicating that actions taken by the Airport Director were well thought out. He followed by requesting that the YCAA consider investing in a shade structure North of the Hero Hangar complex that would provide shaded reserved parking for GA tenants. He believed that interested tenants would be willing to lease these spaces to off set the cost. Mr. Jones also suggested that the YCAA obtain “Pull Carts” to assist GA Tenants with their luggage and station them near pedestrian gates.
