Meeting Minutes for:
Personnel Committee Meeting
Yuma International Airport, Conference Room

Call to Order:
The Yuma County Airport Authority, Inc. (YCAA) of the Personnel Committee Meeting was called to order at noon on August 25, 2009, in the Yuma International Airport Conference Room, 2191 E. 32nd Street, Suite 218, Yuma, Arizona 85365.

Andrea Lopez, Executive Assistant
The Personnel Committee meets each year prior to the annual Budget Committee meeting, to review the Airport Director's performance and to develop a salary recommendation for the next Fiscal year. The following documents were provided for review by the Committee.

In a lengthy session with the Airport Director, the Personnel Committee reviewed his annual performance based on the strategic goals established by the Board. The consensus was that his performance is satisfactory. The area of increased communication with the Board was noted for desired improvement. A recommendation to use the internet more fully, such as FaceBook and Twitter, was made to keep the Board up to date.
In response to a question as to how the Airport Director determined airport staff salary increases, Mr. Williams provided an explanation on his use of a federal government pay chart for each position with the airport staff. When new staff is brought on, he assigns each person to an "Airport Specialist," "Airport Technician," or "Airport Professional" position on the chart. This chart is updated by congress annually and provides a very structured approach that has been well- proven over time. It allows for promotions as incentives and pay caps at both the bottom and top end as people reach the limits of their position or their abilities. It also prevents payroll inflation by using predetermined bi-annual step increases with an annual cost of living adjustment that is tied to a congressional action. There was unanimous consensus that this was a good method for the airport and its employees.
EXECUTIVE SESSION
Mr. Gardner made a motion for the committee to go into Executive Session at 1:20 PM pursuant to A.R.S. ยง38-431.03.A.1. Mr. Gresser seconded the motion, the vote was unanimous. The public and staff were excused from the meeting.
RECONVENE FROM EXECUTIVE SESSION
The Committee reconvened its regular session at 2:00 PM. After coming out of Executive Session, Mr. Williams rejoined the meeting. The unanimous recommendation of the committee was to recommend a salary increase to the Airport Director starting in FY 2011.
ADJOURNMENT
There being no further business before the Committee, the meeting adjourned at 2:15 PM.
